Winter Price Meltdown

Several residents of West Nipissing are facing charges after the conclusion of a 5-month long drug trafficking investigation, OPP revealed in a news release on Thursday, March 19.

The OPP’s Organized Crime Enforcement Bureau (OCEB) and the North Bay Police Service (NBPS) began Project INTREPID, a five-month investigation, with the objective of targeting individuals responsible for trafficking controlled substances into the community. “This intelligence-led investigation gleaned evidence that the targets trafficked significant volumes of drugs, including cocaine, methamphetamine, methamphetamine tablets and fentanyl throughout West Nipissing and the surrounding area,” read the release.

On March 13, 2020, police executed four warrants in the West Nipissing area. The enforcement efforts were led by the North Bay and Sudbury OCEB Organized Crime Teams and supported by Provincial Asset Forfeiture Unit, the Emergency Response Team (ERT) and K9, the West Nipissing and Temiskaming Detachments and the NBPS Street Crime Unit.

During the course of the investigation, the team combined to seize 4.95 kg of cocaine, 3.3 kg of crystal methamphetamine and 2,065 methamphetamine tablets, 58 grams of fentanyl, two Percocet pills and 23 hydromorphone pills. Additionally, warrants executed led to the seizure of electronics including 12 cellphones as well as $5,300 in Canadian currency, ammunition and two vehicles. 

As a result of Project INTREPID, a total of seven people have been charged with 64 offences. Several of the accused were held in custody upon arrest and are expected to appear at an Ontario Court of Justice in North Bay in the coming months.

Chad Rowe, age 46, of West Nipissing, faces 21 charges : Possession of Property Obtained by Crime over $5,000 (7 counts); Trafficking a Controlled Substance – Methamphetamine (2 counts); Trafficking a Controlled Substance – Cocaine (6 counts); Possession for the Purpose of Trafficking – Opioid other than Heroin (2 counts); Possession for the Purpose of Trafficking – Cocaine; Possession of a Controlled Substance – Opioid other than Heroine; Conspiracy to Commit an Indictable Offence; and Participation in a Criminal Organization.

Riley Lawrence, age 27, of West Nipissing, faces 17 charges : Trafficking a Controlled Substance – Cocaine (5 counts); Trafficking a Controlled Substance – Methamphetamine (5 counts); Possession of Property Obtained by Crime over $5,000 (4 counts); Unauthorized Possession of a Weapon; Conspiracy to Commit an Indictable Offence; and Participation in a Criminal Organization.

Justin Glynn, age 30, of West Nipissing, faces 14 charges : Trafficking a Controlled Substance – Cocaine (3 counts); Trafficking a Controlled Substance – Methamphetamine (5 counts); Possession of Property Obtained by Crime over $5,000 (3 counts); Possession of Firearm or Ammunition contrary to Prohibition; Conspiracy to Commit an Indictable Offence; and Participation in a Criminal Organization.

Jamal Farhad, age 36, of Mississauga, faces 4 charges : Trafficking a Controlled Substance – Methamphetamine; Possession of a Controlled Substance for the Purpose of Trafficking – Cocaine; Possession of a Controlled Substance for the Purpose of Trafficking – Opioid other than Heroin; Possession of Property Obtained by Crime over $5,000.

Roger Major, age 47, of West Nipissing, faces 2 charges : Trafficking a Controlled Substance – Cocaine; and Fail to Comply with Probation Order.

James Cousineau, age 59, of West Nipissing, faces 2 charges : Trafficking a Controlled Substance – Methamphetamine; and Possession of Property Obtained by Crime over $5,000.

Maxime Emond, age 34, of West Nipissing, faces 4 charges : Possession of a Controlled Substance for the Purpose of Trafficking – Opioid other than Heroin; Possession of a Controlled Substance – Opioid other than Heroine; Possession of a Controlled Substance – Opioid other than Cocaine; Fail to Comply with Recognizance.

The investigation is ongoing and additional charges are expected to be laid.
